Job Duties: Provide effective communication and coordination between the science project leads and the executive team of the Joint Center for Satellite Data Assimilation (JCSDA) and its partner agencies (NASA, NOAA and the DOD) to ensure that JCSDA projects achieve their objectives effectively and on schedule.  Lead coordination of several JCSDA technical project efforts, including directed, in kind, and external (i.e., academic/private sector) research contributions.  Develop execution plans for highly complex, long-duration projections with input from project team leads and members.  Ensure that projects achieve their milestones and objectives on schedule.  Manage project resources, monitor and forecast project progress, assess issues, and develop resolutions to ensure that project goals are met.  Lead development and maintenance of key JCSDA documentation that sets the strategic direction of the center, including the annual operating plan and annual report, program plan, strategic plan, and terms of reference and memoranda of agreement/understanding between the partner agencies.  Provide high-level support in securing multi-year funding.  Serve as a supervisor of record and direct the work of JCSDA project leads.  Responsible for recruitment, retention, and performance management of JCSDA employees.  In consultation with peers, develop innovative and effective solutions to a variety of administrative, as well as scientific and technical challenges.

Requirements: BS in Atmospheric Science, Meteorology, Remote Sensing, Physics, Statistics, Electrical Engineering or a closely related degree; and 5 years of experience as a project manager for collaborative large-scale governmental or international, multi-agency, scientific and technical project(s).

*In lieu of a Bachelor’s degree and 5 years of experience, employer will accept 8 years of experience as a project manager for collaborative large-scale governmental or international, multi-agency, scientific and technical projects.

Position also requires functional expertise (5 years of experience) in directing the work of diverse scientific and technical projects; applying project management principles to large-scale, multi-agency technical and scientific projects; engaging with diverse local, national and international stakeholders regarding large-scale scientific and technical projects; and understanding government contracts, management processes and procedures. 

Any suitable combination of education, training or experience is acceptable.

Conditions of Employment:  May work from home within commuting distance of UCAR Boulder office. Background check required. Employment at UCAR is contingent upon compliance with all UCAR and National Science Foundation (NSF) safety protocols and mitigation efforts directed at the COVID-19 pandemic. All employees hired at UCAR must comply with current vaccination requirements for federal contractors as well as UCAR policy and safety protocols.

Employee will be offered an annual salary between $118,578 and $192,688.
