Job Title: Restricted Fund Accountant

Work Location: Denver, Colorado. Work from home may be allowed (part-time), must be within commuting distance of office.
Job Duties: Responsible for making decisions and authorizing actions regarding Financial Aid awards, Federal, State, local and other source expenditures on sponsored projects. Provides oversight/audit, analysis, accounting, and financial reporting, related to ensuring compliance in accordance with agency terms and conditions and related overhead agreements. Task and Duties Include: 1) Reviews and approves all restricted fund expenditures through accounts payable, wire transfer, internal transfers, payroll reclass and corporate card for reasonableness, allowable and allocable. Applies expert knowledge on each funding agency cost allowance policy. Reviews subcontract invoices for accuracy. 2) Coordinate, participate in, and oversee the SPAC (Sponsored Project Accounting and Compliance) team in month-end, quarter-end, and year-end close process; reconciling award expenditures and credits, creating adjusting entries, cumulative fringe charge adjustment entries, subsidized direct loan and unsubsidized direct loan accrual and reversals, confirm payroll grant transactions, review outstanding accounts receivable balances, complete related financial exhibits and schedules. 3) Manage and coordinate time and effort approvals for personnel/employee time charged to departments and restricted funds (grants). Summarize and allocate loaded personnel costs in the general ledger based on project and grant. Perform grant allocations in compliance with Federal Regulations and award terms. 4) Manage financial accounting and reporting for restricted funds, including setup, cost tracking, billing, and account reconciliation for a portfolio of grants and awards from Federal, State, local, and private sources. Utilize MSU’s Enterprise Resource Planning (Workday) system to ensure accurate and timely processing of transactions, review Receivable and Payable balances, and ensure compliance with applicable regulations. Analyze and reconcile grants and other restricted program funds to maintain financial integrity and ensure all costs are appropriate and documented.5) Prepare quarterly grant financial report for financial statements, financial grant summary reports, schedules, special financial analyses, and reconciliations on project funding and expense, for Principal Investigators and other financial stakeholders. Including agency knowledge and providing quarterly check-ins with a variety of programmatic and financial stakeholders both internally and with sponsor agencies. 6) Identify operational inefficiencies and provide actionable solutions, assist in developing written materials for implementation and training on new processes with the goal of increasing efficiency and user experience. 7) Create and assist in the setup of new Grant Funds. Manage designated grants and contracts through all stages, including spending, reporting, and closeout. Ensure alignment with the funds management process and support the Financial Aid award lifecycle.
POSITION REQUIREMENTS:
Education Requirements: Bachelors in Accounting, Business Administration, or related field.
Experience Requirements: 2 years (24 months) experience as an Accountant, Accounts Receivable Analyst, or Auditor.
Other Special Skills or Requirements: Position also requires:
1) Demonstrated progressive experience auditing financial data.
2) Demonstrated advanced Excel skills utilizing pivot tables and advanced lookup functions to highlight data trends and variance.
3) Experience in developing training materials, and coordinating cross-functional communication across company departments.
4) Demonstrated experience in a financial management system, with a focus on continuous improvement of processes.
5) Experience in operational accounting with a focus on identifying operational inefficiencies and providing actionable solutions.
