Job Title:  GIS Analyst V

Work Location:  Waukesha, WI, and various unanticipated worksites nationwide (may work from home up to 100% of the time from anywhere in the U.S.).  This position reports to the UDC office in Waukesha, WI.

Job Duties:  Work with geographic information systems (GIS) applications to create and edit geospatial data by performing the following duties: (1) working closely with end users to identify GIS requirements, technical issues, and training needs; (2) analyzing current business processes
and recommending best practice solutions; constructing information technology definitions
based on identified needs of the organization; (3) performing GIS data maintenance,
manipulation, analysis, and extraction; performing data research, investigation and verification;
coding and digitizing maps and geographical feature data into various layers; preparing projects
and data for archival storage; performing record keeping and inventory; documenting and filing
data sources and map files for future reference; responding to requests from the client for
mapping data; responds to emergency mapping and information requests; (4) preparing,
planning, producing, maintaining, and updating a variety of maps, drawings, plans and other
graphic representations displaying layers and attribute data from databases; (5) analyzing
requests for a variety of new applications, programs and modifications to existing GIS
programs; analyzing and documenting user work processes and systems functionality
requirements; analyzing current GIS system functions, procedures and capabilities to
determine if improved methods are possible; developing and presenting proposals for new
approaches and options to meet user needs; participating on software selection and
implementation teams, including software evaluation, requirements gathering, work flow
analysis and system implementation, testing and training; (6) Designing, implementing, and
testing configuration changes in packaged software such as ESRI and Oracle to meet end user
business requirements. Testing new and revised programs and interfaces to ensure accuracy and efficiency; developing and executing test plans and forwards to users for user acceptance
testing; creating test scenarios; generating test data and keeping logs of test results; testing
and analyzing the effectiveness and functionality of new fields and code; notifying programming
staff of testing problems and required fixes; proofreading screen layouts to ensure all system
requirements are met; and (7) analyzing, troubleshooting and resolving GIS application
problems; communicating with internal and external technical resources to resolve end user
issues; providing guidance to users on methods for correcting reported problems.

POSITION REQUIREMENTS:

Primary Education and Experience Requirements: Bachelor’s degree in GIS, computer science, civil engineering, information technology, geography/ecology, or a closely related field; and 5 years progressive, post-baccalaureate experience as a GIS analyst or in any GIS-related position.

Alternate Education and Experience Requirements:  Master’s degree in GIS, computer science, civil engineering, information technology, geography/ecology, or a closely related field; and 3 years experience as a GIS Analyst or in any GIS-related position (in lieu of Bachelor’s + 5 years).

Other Special Skills or Requirements: The position also requires functional expertise (3 years of experience) with GIS software and applications to analyze GIS data using ESRI ArcGIS and Schneider ArcFm tools, creating FM data models for gas and electric utilities, and installing, testing, training, and troubleshooting GIS and ArcFM products. Functional Expertise (3 years of experience) with Safe Software FME Workbench and Oracle SQL Developer.

Domestic travel 25% of the time to the UDC office in Waukesha, WI, and other locations nationwide.
